Players are given 7 cards at the beginning of the game.
At the beginning of your turn, you may trade in a "troops" card for one pawn, and place that pawn anywhere you own territory (represented by a wooden chip). You may trade in multiple "troops" cards or save some for later.
You may then choose whether to draw from the deck for resources, or you may move your troops. Turn in a "fuel" card to move your pawn one space.
If you move to a space that does not have another faction's pawn, you may take that territory. If you move to a space occupied by another faction's pawn, the two factions battle using dice. Whoever has the highest roll wins. If it's a tie, the defense wins.
After every player has a turn, the round ends. At the end of the round, somone draws a card from one of the "Great Powers." These can help or hurt the players. Players switch every round between the two Great Powers, the Corporates and the Anarchists.
